So if your candidate with 11,000 total votes has 1000 surplus and 40% of voters gave their second preference to candidate X, and 25% gave their second preference to candidate Y. In this scenario, X receives 400 votes (40% of 1,000) and Y receives 250 votes (25% of 1,000).
