I was stunned by those words when I first saw the video of Padilla being attacked, and I'm so glad every time I see someone calling them out. Just absolutely astounding to hear a government official speak like that. This cannot get enough attention.

These are not like the type of layoffs we see in the private sector for a couple of reasons. First, the public sector already struggles to hire such talent. But private companies don't take pains to insult the employees they are firing, burning their credibility with future recruits.
