Do we already have laws against masked people who refuse to identify themselves ganging up on people, abducting and imprisoning them which should be enforced?

Oregon has already laid the groundwork to protect our Guard from exactly this kind of overreach — the House passed a bill this summer to reinforce that chain of command. A little unfinished business could go a long way.
