People who choose to keep dogs, and not to use provided dog areas, and choose to let their animals pollute public space and create health hazards for children, are not “forced” to do any of these things.

They’re breaking a social contract and deserve to be shamed for it.

I mean the point of the article is very clearly that a lack of greenspace is forcing people to use schoolyards in lieu of available green space (because there is none) and that existing dog parks are small & poorly planned. The idea that the city 'can't handle' more greenspace aint it.
