There were two Trump hotels, one in Toronto and one in Vancouver. They were both branding deals. However they both had to drop the Trump name as they couldn’t get enough guests. Both are rebranded now and doing fine.

Yes, they can. However it is limited by the reality that they don’t want to trigger another election. Typically it plays out like passing legislation in Congress were deals are made.
