What does NDOT/legal mean by that? NDOT owns the garage not the library and the library no info on what's happening with the garage.

I didn't hear her comment but I'm assuming she's referring to the average cost of a downloadable audiobook through Overdrive/Libby which is around $70. The library doesn't actually own the copy forever and has to renew licensing at an additional cost depending on the publisher's terms.
