The NYC region isn't expensive bc there isn't enough sprawl; it's expensive bc not enough housing is built to meet demand. This housing can be built in existing communities, via higher density infill.

The article is crazy. Sprawl is wildly inefficient, forcing people to live far from work and other destinations, forcing duplicative infrastructure while older infrastructure rots, and balkanizing metros into distant nodes.

Pass what "cost"? There is a bottom-line benefit to free-flowing traffic, cleaner air, usable bike lanes, more transit funding, etc. When your food deliveries take half as long, you save money, even if there's an additional toll. Businesses will generally benefit from congestion pricing.
