Given any number of attempts, I could not have guessed that the station was built in 2015 and opened in 2021.

It looks like it's ready to fill up with suburban sprawl in the next decade, but the land use in the surrounding area until this point is insane.

The object has the same ID, 'CCSW72', as the 'Collins Circle' viewpoint, so it might be some extra feature to 'protect the view of the west hills', or it might have something to do with this 'view street', which mentions 'height limits along SW Jefferson'.

I thought Oregon's current gas tax was 40 cents? Any idea where the extra 6 cents comes from? If it's accounted for elsewhere, the amendment might increase the total to 58 cents.

I don't know anything about Powell, but that project report implies that it is fully funded as well, and set for completion and transfer in 2029.

The original bypass plan basically followed your route (not 217), except that it turned north at Cornelius Pass or 185th, which made a lot more sense when it was proposed forty years ago than it does today

The current plan does have the main span allowing up to 3 stories, to be fair, although I don't know the certainty / limitations of that. The result may not be quite as dense as the drawn rendering, but it's probably mostly down to planning by Albina Vision Trust and the city.
