Oh yeah and Luigi's sister was recovering from her depression and turned out to ALSO be able to bloom flowers with magic.
If this wasn't a dream and running on dream logic, I'd say the "sister" was actually Mario who hadn't been able to transition in their rigid society, hence the depression.

There was also a scene where Luigi's abandoned husband had to host a party without him and realized how much WORK it was, as well as started to suspect Luigi was more than he seemed. They had some banned art in the apartment that Luigi shouldn't have even had access to, and it was displayed openly.

Gadd was trying to convince Luigi to lead a revolution, but he insisted that he couldn't do it, he wasn't the right guy. There was also some stuff about using magic to bloom flowers? I don't know.
And meanwhile the city was covering up their own failures and blaming a nuclear explosion on monsters.

In the first part of the dream Luigi was playing the good wife while planning and prepping to escape. He eventually pulled it off, running away with his sister, and they came to stay with Professor Gadd(???) who was studying the corrupt government from outside the city.

He was also secretly having sex with someone of a higher rank which got him certain privileges, like being able to care for his sister (he had a sister but Mario didn't exist?) who had severe depression and couldn't "contribute" to their society.

She leaves and Luigi sits for a while longer. She's right, of course. A relationship between him and Bowser isn't possible. Maybe that's why Bowser kept going back to the gf instead of breaking it off the first time. Maybe that's why Luigi let him come over when they both knew it was a bad idea.

Finally, Luigi agrees with her that him having a relationship with Bowser is never going to happen. But he also says that he can't tell her anything and she should talk to, y'know, her boyfriend.

It's hardly Luigi's first time being bullied by a Mean Girl, but she doesn't deserve to be cheated on. She definitely doesn't deserve for Luigi to rub it in her face. So he just sits there while she points out all his flaws, thinking about how Bowser praised the very same body parts...

As soon as she sees him she (literally) cannot believe Bowser would actually cheat on her with THAT. So she sweeps up to him and casually puts him in his place, reminding him that it's completely impossible that Bowser would ever look at him. But, does he know who Bowser IS looking at?

(finally continuing this)

The gf doesn't know where Luigi lives and she doesn't have the power Bowser does to do whatever he wants without being questioned, so it's a while before she's able to "accidentally" cross paths with Luigi.
