It's quite easy to break a lot of rules. Sometimes there are rules against doing nothing, which is called neglect.
I am confident that as long as we follow only the people we want to read posts from, we will not end up following tens of thousands of people and getting marked as spam.

Starter packs are maybe a few dozen people that will receive real interactions from the person who followed. Healthy!
It is impossible to interact with 52,000 people in an organic way. It is not a real follow. Not good!

If this behavior is allowed without consequence, you realize that everyone will start doing it, right? And it's good for a social media app to have useful notifications? That's why every social media platform discourages this behavior.

There's a line between a typical starter pack of a dozen people a person will likely interact with organically, and tens of thousands of people that nobody could possibly interact with.

Following 50 thousand people to advertise yourself using the notifications system is abuse of the platform. If everybody did what you did, notifications would be unusable. That's why it isn't tolerated.
