The "if" in Pinker's quote is telling, since grant dollars DO go to research that is judged to be of the highest quality.

“It can be a waste of taxpayer money if grant dollars don’t go to the scientific research that is judged to be of the highest quality and priority,” Dr. Pinker said.

Looking at Canadian schools: Calgary was highest in 2024 w $3.7m but only had about $120k in indirect costs. University Health Network had just over $4m but less than $200k. It's definitely all over the map

If you look at the NIH report on JHU and click through the actual awards you'll see that a lot of them have no indirect costs attached, or indirects that are far lower than 55% (or even 15%), so the number here is probably high. You'd have to click through 1500 grants to tabulate the number though
