Here's the crux of the problem. Lucia "needs" an SUV so she can drive her 3 sons to the bus stop to get the bus to school.
I'll bet the bus stop is a 5 minute walk from their house. 10 minutes at most.

The council is pruning trees on my road & has put up signs advising drivers to park elsewhere or risk their car being hit by falling twigs.
