Yes, it sounds like he triggered the bar for an illegal reentry. There is no waiver for this bar without spending 10 years outside the US, no matter what humanitarian circumstances exist. The public can demand immigration reform-- but it's been low on the priority list for decades now.

As someone that struggled for years to get a federal job and finally succeeded, completely on my own merit and through my own efforts, this is so demoralizing. And that was for a non-law enforcement position. Cannot believe people are being given weapons after a hiring process like this.
