I think the not so hidden plan is really to reduce the population, starting with anyone Trump perceives as weak. I thought that during his first term, too.

The Fourteenth Amendment due process clause should cover this. He’s advocating for lynching people. This amendment addresses it, because President Andrew Johnson made similar statements.
