Preserving decaying units is the most cost-effective way to secure affordable housing. Helping landlords make repairs in exchange for keeping a unit affordable allows them to keep renting to lower-income folks long into the future - even as rents in the neighborhood go up. So yeah, it "counts". 🧵

Including lot-size reform in the affordable housing package let developers build more & make more $ in exchange for 2 of every 20 units being priced for folks earning ~$17/hr. Carving it out gives them everything while getting nothing for Pghers struggling to pay rent.
