The strike wasn't a threat to Air Canada as it is supposed to be.
They were counting on the government to bail them out, as they did.

Air Canada was fully counting on the government intervention so they didn't bargain in good faith. Once the Union didn't play along (and the Government announced they would probe unpaid hours) then Air Canada was forced to negotiate and actually reached a deal

Can't recall the specifics..
But it just doesn't seem like there are enough hours in a day to accumulate THAT much OT.
