My experience is that people who are scared of NYC public transit are generally scared of non-white people and the spaces that may force them to be in proximity to them.

I think he is referring to the cars that remain plugged in while driving. Typically they come with between 20-30 miles of self-winding extension cords. More environmentally responsible due to lack of battery waste.
