The "Footage", is what users see on their dashboard, which is raw feeds *after* they've gone through the ML. Cities have never owned the raw data, only what is seen on their dashboard. The IP change on footage is definitely new.

I read this as clarification on ownership. As far as I know, from reading past agreements, this has always been the case. Flock owns the raw data, given them explicit rights to use that data to train their ML.
