Mainly railway people blame the government for their problems, but this is 100% of the railways own making. The ORR have got to be one of the worst regulators in Britain.

The ORR have been one consistently wrong about everything, hopefully they will be abolished under GBR.
They granted the paths to the open access operator on the basis there was spare capacity, this is clearly wrong.
