Belive it or nto children are capable of complex thought and understanding implication and metaphor and I wish the united states would stop pretending otherwise.

It expresses a very clear anti-alcohol sentiment, not just "no drinks for kids" but "people who drink alcohol are unhappy" Kids are not stupid, they can understand these things. But that sentiment isn't enough, in localization they HAD to change it to a "cafe" and remove any mention of alcohol.
