Trump is playing right into Xi's hands so to speak. Infrastructure will be offered. Workers will need security. Security troops will need protection so boats and subs will be needed to patrol the nearby ocean. And might as well start drilling while we're here in international waters.

If not we will be unable to understand their true potential and will not be allowed to thrive. However they will still be available for exploitation, so there's that.
