Do you know where Ottawa stands in relation to the salary cap? The players they lost must have opened up a lot of cap space. Are there any rules about salaries for draftees?

Totally agree. Way to far in order to make the expansion franchises competitive. The approach has definitely made the two new teams competitive but really hurt existing teams.
