Yevhen Petrushevych led the government in exile, lobbying in Europe for Ukrainian independence. But many of its officials, soldiers, and teachers later joined the administrations of the Ukrainian People's Republic. They fought for independence and united Ukraine. The state they dreamed of finally came true in 1991.

ZUNR opened diplomatic missions in Austria, Germany, Czechoslovakia, Hungary, Italy and Yugoslavia. Some countries recognized its existence unofficially. But the Entente powers (Britain, France, Italy) and Japan - eager to support Poland as a buffer against Bolshevism - refused formal recognition. In 1923, the Allied Powers officially placed Eastern Galicia under Polish control, ending ZUNR's hopes of survival at least on paper.

The West Ukrainian People's Republic sought to unite with the Ukrainian People's Republic (UNR) in Kyiv - which had declared independence from the Russian Empire. On January 22, 1919, the Act of Unification was proclaimed in Kyiv, joining the two republics into one Ukraine. It was a step that reborn Ukraine's statehood and gave millions a shared national vision that outlived the war

After losing Lviv, the government moved first to Ternopil, then to Stanyslaviv (today Ivano-Frankivsk), which became the temporary capital. From there, it organized administration, taxation, courts, and ruled the Ukrainian Galician Army over 100,000 men at its peak

ZUNR had barely formed when it was forced to fight the newly reborn Polish state, which also claimed Lviv and Galicia. The Ukrainian Galician Army was built almost overnight volunteers, students, and officers of the old Austrian army. They fought bravely but were outnumbered and outgunned. Ukrainian control held for three weeks before the better-armed Polish troops retook Lviv on November 22, forcing the government to evacuate.

Lviv, the city of lions, became the capital of ZUNR - a vibrant, multilingual hub of students, printers, and coffee drinkers. Its golden lion emblem wasn't just heraldry. It symbolized civic pride and the belief that Western Ukraine had the right to govern itself

Within days, the republic had a government-the National Council (parliament) led by Yevhen Petrushevych and the State Secretariat (governmant) led by Kost Levytskyi. ZUNR introduced Ukrainian as the official language, passed a citizenship law, introduced an 8-hour workday, and issued its own currency the hryvnia and karbovanets. Even minorities were guaranteed 30% of seats in the future parliament -progressive for its time.

When Polish leaders announced plans to seize Lviv, Ukrainians acted first. At 4 a.m. on November 1, 1918, Ukrainian soldiers of the Austrian army and units of the Ukrainian Sich Riflemen (volunteer corps within the army) seized key buildings in Lviv the city hall, post office, and rail station. Not a single shot was fired. By sunrise, blue-and-yellow flags were flying over the city. That morning became known as the November Uprising.
