The problem is articles 10, 11, 13 and 14 explicitly mention the US, and Article 10 says that a new member is supposed to request their ascension from the US government. Some might argue that the treaty is invalid without them.

It gives people an incentive to build wind farms and solar panels since they're always going to be the most profitable energy sources whilst not costing consumers any more than they would pay if we stuck to fossil fuels.
