I hate to be the one to point out the obvious bullshit of this meme, but it is rife with mistakes. A percentage of a population (or anything), is just that...a percentage.
4% of 100,000 is simply 4%. "07" (where I assume ".07" was intended, leads me to believe this is simply illiterate propaganda.
