I don't think people with substance use disorders should be dropped into our justice system the way they are at all. But I know more than one person who was allowed to just leave their car and get a ride home, rather than be arrested OR get treatment, after being stopped by a cop for driving drunk.

All states take impaired driving more seriously, as do other countries. I'm talking here about the culture that led to her being on her third DUI arrest while on bail for the second, and someone else thinking it's fine to show up drunk to pick her up.
