First off, they wouldn't be campaigning on that even if they were in power. Second, they are the second largest political party on the planet. They have power and they don't know how to use it. How was trump able to push an agenda when he was a single person not even in office?

You CANNOT think that the extent of Democratic power consists of 260 democrats in Congress the Supreme Court? This is identical to Hakeem Jeffries bitching that Liberal voters are yelling at him for being a doormat. "What do you want ME to do? We don't have the power! Go talk to the republicans!"

No. Bullshit. ALL of that is power. Power doesn't just mean "the things we can do in Congress provided we have votes". Power is also the ability to get people on your side.
You may as well say that billionaires have no power because they're not elected officials.

I would guess both, to some extent. But unwillingness is easier to observe.
If they WANTED to use their power, they could simply attack republicans based on the evil things that they do. It's not hard. Maybe they literally don't know how to do that? That's pretty concerning.
