A vast multitude of methods, limited only by the attacker's imagination, will cause paper ballots to burn in a metal box and none should be presumed over another until physical evidence narrows possible methods or confirms one above all. In general, as an average citizen, it's best to keep an open mind until official investigations conclude and return verifiable facts.
