Am I the only one who thinks this sounds illiterate in a headline? I mean dropping the to-be verb right after a pronoun. I know headline writers often drop the to-be verb in certain situations, but I don't think this is one of them.

This would sound so much better if it included the to-be verb, as in "Ted Cruz Assures Texans He's Working Tirelessly to Get Vacation Refunded." The Onion used to include the to-be verb in headlines like this.
