I cannot see the case for fireworks to be on general sale. one of the safety rules for sparklers is to hold them at arm’s length, or a metre. We give them to small children!
Fireworks should only be sold to licensed professionals, used at professional displays & £1,000+ fines for breaches

I'm pretty sure that it's partly because the rise in the minimum wage hasn't been matched by the maintenance of differentials. Minimum wage increases often simply reduce the additional benefits payments, thus no real increase, whilst everyone else gets nothing.
