Exactly.
I genuinely don’t understand how more businesses don’t see the value in THIS part at least. Sure, no one likes paying taxes, but having a single payment infrastructure for the entire healthcare system (one that is already in place!) would obviously be cheaper on the total system level.

I would never say “half past two” or whatever, and I get confused when others do.
“AM” or “PM” might get dropped depending on if it’s obvious in context, but I’ve had to clarify it enough times that I am habitually specific.

I learned English in California.
It would depend on where I was. At home, usually “Two Thirty PM”.
At work, usually “Fourteen Thirty.” Chance of use increases to 100% if I’m talking about something work related.
