I'd also recommend Aseprite, it has tools that help Pixel artists (stuff like Pixel perfect brushes) there are other pixel-art art software, Aseprite is just the most convenient as its also on steam.
And you can compile it from the source for free

-Low Resolution
its all about limitations. Each individual pixel adds cohesion to the piece.
My advice: Dont go beyond 1kx1k pixels at first, and use Lospec to find some cool palettes
