However, credit where its due, while all this seems like a grim cash grab, they do have enough of a sense of humor to call the bill the affordable energy act.

And Uncertainty means risk! And while they want that $, they don't want the risk, so their bill to re-reg now in the MD legislature specifically says that all the risk for stranded assets land on the general public!

Basically, electricity is getting expensive due to large load build out, and they want in.

BUT! They also know there is a lotta uncertainty! Who knows which data centers will online, or stay online. PJM, cut its load estimates used in the December capacity auction by over 4 GW just months later....

But, they have a solution! Let them rate-base generation in Maryland again. Note: Exelon can, and has always been able to build gen instate, but not get a guaranteed return on investment.
