How can we remove healthcare from the salary package that politicians receive from the government and force them to purchase it on the “free” market? I don’t want my tax dollars to pay for healthcare for a politician that is working to dismantle healthcare for Americans.

I looked at it it's just broad strokes for what the budget will be. No mention of any tax or what's being cut.

I couldn't care less is correct but most people say could. If you think of the context it's used in, couldn't makes sense. Usually, it means I don't care at all - don't and couldn't are similar - that's a way to think of it.
