The other thing you could try is move the modem to the room with the router. See if the installer will run the fiber directly where you want it.

This is where the notion of agency gets interesting. We try to acknowledge that agency can be both about dev autonomy AND user control.

Interested to know if this makes sense.

This gets tricky when either the value created is not needed/desired by the user, or the user need is actually not a single direction. For example: new user vs advanced user.

The agency unit vector is a concept we explored (but I like the name you gave it).

In physics, vector has two components, magnitude and direction.

I’ve been thinking that magnitude in PD = the amount of value a builder creates.

While direction in PD = the alignment with user need.

I love this. Of all the authors, I’m the one you can blame (or thank) for the continued use of math and physics analogies throughout the book. But like any introduction of a new theory, it needs to be vetted and tested with the community.
