I don't think people are doing that so they can just indiscriminately run red lights. I would guess it is more for speed cameras.

Serious question, why do you care if someone evades a ticket from a camera. And how exactly are they endangering kids? I feel like messing with a strangers vehicle is a bit more asshole like than trying to avoid a ticket for 6 mph over. Just my 2 cents.
