Half life 1 doesn't let you skip chapters unless you have a save of it.

That feature was added in half life 2 and backported to HL source

As someone that worked in media but not as a journalist, i think its muscle memory in a narrative way, that is to say, the titles are little stories they tell and they need to have a 3 act structure with the second act not being there so you click.

I've seen them talk about titles in such fashion.
