People will say this is unserious but we could do a Camden NJ PD to ICE. Disband the agency, shift its mission somewhere else, then hire new agents including carefully screened ones from the old department.

Modern cars make it too easy to go fast. There are multiple new cars sold today that are so fast they would require roll bar and a parachute if they went drag racing under the traditional NHRA rules.
