Are there midterms in a dictatorship?

Question: Since he said he’d be a dictator & his actions reflect commitment to that, why aren't we looking at this the same way we would another country invading & taking over the U.S.? It's what he's doing just without the war.
The Constitution, Congress, & lawsuits are useless in a dictatorship.
