Interestingly his choice when talking to Reagan looks a bit off. No colour and the sweater vest makes it a more business casual look. Combining this with the cigarette he puts out in an ashtray instead of tossing it, we get a sense how serious this meeting is. His dresshirt is still a bit open.

In CW Adler changes his clothes regularly between missions. Using dresspants and dressshirts/turtlenecks elevates his look, while he balances it out with patterns, sunglasses and leather jackets for a more casual look. Overall it looks stylish and carefully picked (menswear enthusiasts may disagree)

It's the same with mission wear btw. He wears the same pair of jeans in the iraq and vorkuta missions. It's not much or horrible but you can see it because of the hole under his pocket and dirt. Like please honey wash your clothes, you stink D: xD

Adler also keeps that set of clothes in the Rook mansion. He wears the same shirt and jeans when he meets Woods and later when they interrogate Jane and defend the mansion. It's kinda funny seeing the team changing clothes all the time and him wearing the same stuff.

This file mentions what he had on him: sunglasses, half a pack cigarettes, weapons. Of course he didn't have any spare clothes with him When he got captured. Why would he? In the Black Site he still wears the same clothes he wore in the first mission.

Woods sitting outside in cold cold January wearing nothing except a shirt with short sleeves and a top, not even having a blanket??? While all the others wear at least long sleeves and/or jackets? This man is a heater on wheels xD

Woods on the other hand is dressed better, even if more casual. He opted for no tie, subtle pattern in his dress shirt. No collar gap, little padding, so the arms dont look strange when sitting in his wheelchair. For him this is pretty formal and he looks beautiful.
