I'd say that he (or whoever is writing such acts) /does/ know - because diminishing press and internet freedoms elsewhere in the world will presumably lead to resignation and compliance within U.S. borders. Making the world safe for authoritarianism, not democracy.

Including TERFs, "gender essentialists," and the disingenuous "gender-critical" ignorami trying to pretend they're not emboldening literal persecution and extermination agendas....
