I work for said Agency. Damning to sit across from Americans who've lost EVERYTHING, not eligible for INS (mobile homes built before a certain yr) or couldn't afford it, DEPEND on govt funds to recover. It would leave millions homeless, especially aging seniors who can't afford mrkt rent
