There was an underground railroad hiding spot at the cottage @ Woodford Mansion. (I was a youth volunteer docent there when I was in about fifth grade or so.)

People just either aren't paying attention/are distracted, or they are completely self-involved with their disregard.

To be clear, this was at two separate intersections, a vehicle ran a red light, not 2 vehicles running 1 light. I saw someone run a red light last week and they ended up getting in an accident, hitting a car making a right turn. I had to call police on that one, but hopefully no one was injured.
