Finally, it's not mentioned in this post, but the controller instructed the Black Hawk to cross behind the CRJ. The helicopter pilot can't follow this instruction though unless he can see the CRJ. This is the whole basis of the visual flight rules (VFR) regime the helicopter was operating under.

If you're on the ground looking up, the only thing you see behind a plane is the night sky, but if you're several hundred feet off the ground looking for planes at the same altitude in an urban environment, they're tiny dots amid a sea of city lights.

As a long time Atlanta resident who loves making fun of Florida and Floridians as much as anyone, I am very sad to point out that it was in Gainesville, Georgia, not the more widely-known same-named town in Florida, where a police officer arrested a woman because he confused Spaghetti-Ohs with meth.
