Depends on what part they want to change. President needs Congress to pass a law that does away with an agency. The Executive can’t do it unilaterally. So I guess the Dems will cry Constitutional Crisis (saw Chris Murphy do this earlier today). They can stall the Senate nomination process.

$500B is supposed to go to Ukraine this year through USAID. Cancelling that would give Russia a big win.
