The law passed by Congress needs to specify that active investigations in this case cannot be used to prevent release as there has been sufficient time prior to this to build a case which the DOJ has failed to do.

You know, we can take his name off of everything. We can tax the illegal windfalls. We can prosecute the illegal activity. History will not be kind to him or those who supported his behavior.
