My Mom's work laptop is always pegged at 100% RAM usage with 16GB, I don't know how she gets work done with how sluggish it is. The hardware itself is fine.

I can't play GTA V despite "owning" it on Steam because it's actually attached to some Rockstar account that I don't remember the sign in details for.

Not sure about HDR, but the DX12 performance stuff is being actively investigated and worked on.
