Not sure this quite gets it. The quickest way to get social care funding is to say you have "continuing healthcare" needs and then the NHS funding arrives.

Given multiple reports of hospitals being told to evacuate and this particular hospital sustaining what was assumed to be a warning shot on the weekend I wonder if this was a "doorknocking" bomb that went wrong.
