Section 1 of the 14th Amendment: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside.

No executive order can reverse a constitutional amendment.

ACLU is already filing an action against the ill guided executive order trying to take away citizenship from people born in the USA or they have become naturalized US Citizens.
