These aren't generally those who are making those spaces toxic, and are often not active enough on those sites to notice those changes. Some might be more motivated seeing loved ones abandoning toxic spaces, but many will simply stay put.

In my view, the problem is a social one. While there might be an activated minority looking for better social media outlets, one doesn't necessarily want to leave behind those who might be older, less tech savvy, or simply averse to change.
